Is this limit dependent on the type of account? Is there a way around of it that does not involve using smaller arrays?

For all plans, the system limits the total size of arrays x # rows to 10 times the row limit for the plan. So, for example, Gold has a limit of 10M rows and thus a limit of 100M records when using arrays (rows x array length)
